Phase 2 Changes

Statewide review Phase 2 has commenced. HQ Design is accepting comments on the following chapters. Comments will be accepted until Friday, July 24th.

 

 

Chapter: 300 Design Documentation, Approval, and Process Review

Description of Changes

Over the past several years, the ASDEs conducted process reviews and found the existing Chapter 300 needed an update to better clarify what is needed for design documentation.  The updated Chapter 300 better describes the design documentation process and a new exhibit (Exhibit 300-1) clearly lays out the content of the Design Documentation Package.  A more robust section was added for Design-Build Projects (300.04(2)) and FHWA involvement was updated to reflect new FHWA policies (300.05).  Throughout the chapter, content was reorganized for better presentation.

  • This chapter is a substantial rewrite. Please review the whole chapter (13 pages).

Chapter: 305 Project Management

Description of Changes

  • Updated information about the Deliverables Expectations Matrix.
  • Rewritten Section 305.04 Providing more information about project risk management requirements.
  • New Exhibit 305-2 providing at-a-glance information about project risk management requirements.

Chapter: 310 Value Engineering

Description of Changes

  • Emphasized strengths and benefits of Value Engineering
  • Indicated the importance of VE as a part of project benefit and general comments on timing to optimize. 
  • Indicating that projects that do not require VE studies may still benefit from one.
  • Added timing for VE analysis for DB projects, included text from the DB manual.
  • Benefits of conducting VE studies earlier in project development (such as planning).
  • Activities that occur prior to the actual VE study that are central to the success of the VE effort.

Chapter: 710 Site Data for Structures

Description of Changes

  • Revising the running list of buried structure types that conform to the terminology used for Standard Specification Section 6-20.
  • Added “preparation of a preliminary plan in the design process, and thus require development of” to help emphasize unique site conditions, development of SSD, and preparation of a preliminary plan.
  • Clarify the measurement of the interior horizontal opening.
  • New section 710.07 assigning lead unit responsibility for preparation, review, and approval of structure preliminary plans for Design-Bid-Build structures.

Chapter: 720 Bridges

Description of Changes

  • Revising the running list of buried structure types that conform to the terminology used for Standard Specification Section 6-20.
  • New Section 720.03(5)(b)(4) defining vertical clearance requirements for Water Crossing Structures.
  • New table entries to Exhibit 720-3 Bridge Vertical Clearances to be consistent with the new Section 720.03(5)(b)(4).
  • Region Project Development Engineer/Engineering Manager has the final approval for Maintenance Clearance.
  • New section 720.03(14) providing guidance on information needed in the Contract documents for a contractor supplied design for a buried structure.

Chapter: 1020 Signing

Description of Changes

  • Removal of Type II sheeting from the Sign Sheeting Policy in 2005.  A reminder the Signs with Type II sheeting are reaching their end of service life.
  • Added language to ensure existing overhead sign structures can handle the size of the proposed sign.
  • Added language to stop the practice of installing unbalanced signs on overhead sign structures.
  • Adopting the 2009 Edition of the MUTCD in 2012.
  • Changing Exhibit 1020-4 from “Laminated Wood Box Posts” to “Square Steel Posts as WSDOT has not used Laminated Wood Box Posts since the early 1990’s.

Chapter: 1239 Geometric Cross Section

Description of Changes

  • Exhibit 1239-3 is broken up as it tries to convey too many different ideas.
  • Exhibit 1239-3  Changing subgrade break points.
  • Exhibit 1239-4  Updating, expanding, and aligning with standard plans for shoulder widening.
  • Section 1239.05(1) changed to Non-Mountable Vertical Curb Uses

Chapter: 1600 Roadside Safety

Description of Changes

  • 1600.02: Provide documentation guidance for objects located in the Design Clear Zone, introduce policy for objects adjacent to, or in close proximity to, the Design Clear Zone, and updates throughout the section for clarity.
  • 1600.03: Introduce policy for mitigation guidance and documentation guidance for objects adjacent to, or in close proximity to, the Design Clear Zone. 
  • 1600.03(2)(g): Update section for more clarity of mitigation guidance concerning utility objects found within the Design Clear Zone.
  • 1600.05(1): Introduce guidance to determine when rumble strips or rumble stripes should be installed on bridges included in design projects.
  • 1600.05(1)(b): Update section for more clarity of guidance concerning criteria to omit rumble strips on design projects.

Chapter: 1610 Traffic Barriers

Description of Changes

  • 1610.01: Incorporating Project Delivery Memo 16-03 concerning MASH implementation of WSDOT roadside safety systems.
  • 1610.03(1)(b): Introduce guidance for allowable barrier types in median locations. Provide guidance concerning use of barrier between highways and collector-distributor roads (sends users to Ch. 1360).
  • Exhibit 1610-3: Update exhibit for clarity in describing concrete barrier deflection distances.
  • 1610.03(5): Expand guidance concerning allowable gaps between barrier runs and provide design alternatives when gaps in barriers are required.
  • Exhibit 1610-9: Update exhibit to accurately show grading requirements (per Ch. 1239).
  • 1610.04(4): Add guidance that designer needs to contact HQ Bridge or follow Bridge Design Manual Ch. 8 requirements when installing guardrail attached to the top of structure (this type of guardrail will affect the design of the structure).
  • 1610.04(5): Update section for criteria when to install crash tested end terminals to guardrail runs.
  • 1610.04(5)(b): Rewrite/reorganize entire section for clarity. Add guidance concerning placement of terminals on horizontal curves and behind curbs.
  • 1610.06(2): Provide more clarity of guidance for barrier in front of bridge piers depending on project type (i.e. preservation, improvement, etc).

Phase 1 Changes

Statewide review for the Phase 1 changes were concluded at the end of April. HQ Design is no longer accepting comments on these chapters.

We are working on responses to comments.

The responses and final drafts will be posted as we complete them.

 

 

Chapter: High, Intermediate, Low

Description of Changes

When we set the speeds for high, intermediate, & low in the Design Manual we did not go through the whole manual looking for inconsistencies. These changes fix all the inconsistencies about high, intermediate, & low speeds throughout the Manual.

Chapter: 950 Public Art

Description of Changes

This is a new Section 950.04(1)(a). This guidance is new criteria for City Entrance Markers on WSDOT Structures. City entrance markers on WSDOT structures is considered an acceptable public art feature. The new criteria outlines expectations if this design feature is approved through the public art process.

Chapter: 1239 Cross Section

Description of Changes

  • Chain-up and Chain-off areas were moved from auxiliary lanes because they are shoulders not auxiliary lanes.
  • Desirable (2’ bottom X 2’ deep) ditch section with “V” bottom ditch option.
  • Better definition of vertical/mountable curbs.
  • Added Signing & Illumination to low and Intermediate Speed medians.

Chapter: 1310 Intersections

Description of Changes

  • "Do Not Enter" and "Wrong Way" signs can be lowered. This section now say when and how much they can be lowered.
  • Deceleration lane length was added to the left-turn lane in Exhibit 1310-10c.
