Several states have implemented variations on the practical design theme, sometimes with a different name, but all have a similar purpose – to make the best use of limited resources:

The “Practical Solutions Approach to Project Development” training program summarizes WSDOT’s planning and project development process and explains the Practical Solutions approach. It includes:

WSDOT's Practical Solutions Policies recognize that communities have different transportation needs than rural areas. Within communities, residents and visitors alike have expectations that the built environment accommodate all modes of travel safely and efficiently.
Transportation planning establishes a performance framework for transportation decision making and management of system assets. Planning also coordinates with other transportation providers to identify performance gaps and works with communities and partners to prioritize needs and assesses strategies to address the needs.

The outcome of the planning process is a recommended set of multimodal strategies that are cost effective and meet the goals and objectives set early in the planning process. Recommended capital investment concepts carry forward to the project development stage.

In the design phase of project development, we continue with our performance-based approach to making project decisions. Local stakeholders are engaged at the earliest stages to ensure their input is included at the right stage of project design.

Practical Solutions is our approach to achieving the WSDOT mission – how we plan, design, build, operate and maintain the state’s transportation system. Our goal is to identify and solve problems as quickly and inexpensively as possible.

This approach uses performance-based, data-driven decision making and early community involvement to guide the development and delivery of transportation investments.
